Shubbies Question

Hello fellow fish hunters, 

Sorry if this is the wrong place to ask.  Would anyone be able to tell me if there was a set level my shubbie is set to evolve or split?  I thought I saw somewhere that it was at level 8 but mine is now at level 11 - +5% cast speed, +1 EXP, blue.  I give him the white magic powder.  Anything else I should be doing/giving or am missing to level him? Thanks!!
